El Cerrito Road Beautification
Located in the unincorporated community of El Cerrito, the project includes storm drain improvements, as well as a raised landscaped median and sidewalk improvements on El Cerrito Road from Temescal Canyon Road on the east, to Interstate 15 on the west. This beautification project also includes upgrades to El Cerrito frontage road west of Interstate 15.
Rubidoux Soccer Complex
The new Rubidoux Soccer Complex Project includes 4 lighted soccer fields on astro turf as well as 12 other fields that will be used in a number of configurations. Large and small picnic areas with shelters, restroom and concession facilities, playground/tot lot, regular and RV stall parking are available to the community. The project is located at the northwest corner of Crestmore Drive and Loring Ranch Road in the community of Rubidoux in the City of Jurupa Valley.
Mission Boulevard Phase III Streetscape: Crestmore- Riverview
The Mission Boulevard Streetscape Phase V Project consists of a landscaped median and infill sidewalk on Mission Boulevard from 100 feet west of La Rue to Valley Way. This project enhances the safety and pedestrian access in this area.
Rancho Jurupa Regional Sports Complex
The recently completed Rancho Jurupa Regional Sports Complex will includes 4 lighted soccer fields on astro turf as well as 12 other fields that can be used in a number of configurations. Large and small picnic areas with shelters, restroom and concession facilities, playground/tot lot, regular and RV stall parking is available to the community. This state-of-the-art facility brings much-needed recreational services to the area. The project is located at the northwest corner of Crestmore Drive and Loring Ranch Road in the community of Rubidoux in the City of Jurupa Valley.
Rubidoux Child Development Center
As many as 200 children will receive high-quality childcare at this much needed 12,000 sq. ft. childcare facility. It was designed to accommodate children from 3 months of age to 12 years. The project also provides before and after school programs for children ages 5-12 with an emphasis on structured learning and socialization.
Eastvale Community Fire Station
The Fire Station Project located at the intersection of Schleisman Road and Hamner Avenue was been identified as a priority project necessary to serve newly incorporated City of Eastvale. The project consists of a 10,000 sq. ft. 3 bay station was completed in September of 2011.
Jurupa Aquatics Center Facility
A competition pool with diving boards and platforms, wave rider, lazy river, children’s water playground, water slides, picnic shelters and a terraced landscaped area are among the planned features of the Jurupa Aquatics Center. The new state-of-the-art center will be built on 9-acres at the southeast corner of Camino Real and Mission Boulevard in Glen Avon. The $20 million project will provide much-needed pool space for the Jurupa Unified School District and great recreational opportunities for the entire community. The Grand Opening is scheduled for May 28, 2011.
Northwest Riverside County/City Animal Shelter
This joint project of Riverside County and the City of Riverside consists of 33,000 sq. ft. building with 200 kennels that houses 400 dogs, and 200 bungalows that houses 400 cats. The new facility located on 12.5-acres of land at 6851 Van Buren Boulevardhas the ability to house as many as 12 horses and a variety of other types of animals. The state-of-the-art animal campus will provide additional shelter and care for both county and city animals.
El Cerrito Park
Construction of a 26-acre sports park in the El Cerrito area is completed. The El Cerrito Sports Park is the ideal recreation area with something for every family member to enjoy. The park will feature two full-size baseball/softball diamonds, two little league baseball/softball diamonds, one T-ball multi-use field, two full size soccer fields, two basketball courts and two tennis courts. Also included in the plans are facility parking, restrooms, tot lots, a concession stand and a space set aside for a future 5,000 sq. ft. community center building.
River Road Bridge Replacement- Eastvale/Norco/ Corona
The River Road Bridge is located at the westerly boundaries of the cities of Corona & Norco, and crosses over the Santa Ana River into the newly developing community of Eastvale. In March of 1995, the bridge (built back in the 30’s), sustained significant damage during a large storm event, and was determined by Caltrans Office of Structure Maintenance to be functionally obsolete and deficient. Transportation’s determination allowed the County to secure Federal funds for the replacement of the existing bridge, and to begin the very long environmental process required to cross over a major waterway, and determine the replacement alternatives as required by Federal regulations. The project was completed in mid 2010.
La Rue Street Sidewalk Improvement Project
A street realignment and sidewalk improvement project from Mustang Lane to La Canada is currently in design. In order to enhance the overall look and improve the safety of the area, new and infill sidewalks, and the preservation of existing trees along La Rue Street will be included in the project.
Robidoux Community Library
This new 40,000 sq. ft, full service, Robidoux Community Library will provide patrons access to approximately 70,000 books and audiovisual volumes on-site, 25 public catalog access stations, a computer training room with 27 workstations for application uses and internet connection. This modern facility will include 150 reader seats, a meeting room with an attendance capacity of 100 persons, a conference room for smaller group meetings, quiet study areas in the reference department, a children's story room, and a family literacy center. A separate administration area will house the Riverside County Services and Systems staff. The library is located off of Riverview Drive and Mission Boulevard in the Community of Rubidoux. The Grand Opening Ceremony took place on April 17, 2010.
Vernola Park Project
A 20-acre park is currently under construction at the corner of Bellegrave and Wineville Avenues in Mira Loma. The proposed Vernola Park has something for every member of the family. Soccer and baseball fields for the sports lover, a tot lot area for children to take pleasure in, picnic and shade structures along with a concession stand are just a few features available for residents of Mira Loma. In addition to the park amenities, a traffic signal will be installed at the intersection of Bellegrave and Wineville to provide improved safety and traffic flow. The realignment of Wineville Avenue is also part of this beautifully planned neighborhood park. The Grand Opening Ceremony is scheduled for March 20, 2010 and will be open to the public.
Rubidoux Boulevard Streetscape Phase I
Phase I of this project will improve access by adding curb, gutter, and sidewalks along Rubidoux Boulevard from 30th Street to 24th Street. These improvements will assist in eliminating visual blight and will help revitalize the community of Rubidoux. Construction completed Summer 2009.
Home Gardens Library/ Phase II
The project site which is currently fully developed will be improved by increasing the size of the library and community center to provide additional opportunities for youth and adult recreational activities, community events and social gatherings. The expansion will promote the improvement and centralization of recreational activities and programs through a community center that will be readily accessible to the local residents. The project includes a new public reading area, 1,896 sq. ft. community area, “Friends of the Library” room, 3 quiet study rooms, conference rooms, offices, restrooms, storage rooms, as well as renovation and replacements of the YMCA meeting room, basketball court, playground, and landscaping. Completed Spring 2009.
Limonite Sidewalks- Archer to Downey
The Limonite Street Improvement Project Phase IV includes relocating a traffic signal at Felspar Street, full curb, gutter and sidewalk improvements on both sides of Limonite from Downey Street to Archer Street, relocation of miscellaneous utilities, upgrading storm drain culverts and the addition of catch basins and laterals. The installation of a signal light at the intersection of Downey and Limonite is also included to provide improved safety and traffic flow. Completed Summer 2009.
Jurupa Mountain Cultural Center Fire/Water Line Infrastructure Improvement Project
The center wanted to remodel an existing building and plan for future growth, but was delayed by the lack of an adequate fire waterline. The installation of a new fire line has been installed and ensures that future development can occur at the center on 7621 Grant Hill Drive.
Transportation Yard Relocation
Work crews are serving the community as a result of a street improvement, maintenance and repair project managed out of the Transportation Yard that was relocated to 4725 Troy Court. This attractive facility, built out of multi-colored, split-faced blocks with associated landscaping replaces the previous yard at Van Buren Boulevard and Clay Street.
Valley Way/Armstrong Road between State Route 60 and Sierra Avenue
Valley Way north of SR 60 to Sierra Avenue exists as an old rural two-lane road and serves as a regionally significant north-south corridor connecting SR 60 and I-10. The County has widened the existing two-lane road to a four lane Urban Arterial. The project improves the north-south connection, reduces congestion, improves local circulation and accommodates for future growth.
Park Rehabilitation Project – Harvey Field at Agate Park/Knowles Park
The Redevelopment Agency has devoted more than $5 million to make area parks better environments for children and their families. Construction on Harvey Field at Agate Park and Knowles Park is completed. Additions to Knowles Park included new restrooms, improved parking lots and a concession stand. Amenities to Harvey Field at Agate Park included new restroom facilities, picnic structures and a new infield and outfield.
Opal Street/Pacific Avenue/45th Street/Rustic Lane Street Improvement Project
The project included curb, gutter, sidewalk, handicap ramps, storm drain, driveway and street light improvements along Pacific Avenue, Opal Street, Rustic Lane and 45th Street.
Vernola Basin Project
The Bellegrave (Vernola) Basin Project Phase I included flood control, street improvements, and storm drains along Wineville Road.
Big League Dreams
Completed in 2000, this 34-acre sports park located at 10550 Galena Avenue in Mira Loma provides a unique opportunity for athletes to play baseball and softball in replicas of Major League ballparks like the famous Fenway Park, The Polo Grounds, and Forbes Field. These scaled down versions of the original ball fields are centrally located around a full service restaurant and sports bar offering a viewing opportunity of all three fields. Additional amenities at this state-of-the-art facility include batting cages, basketball, roller hockey, volley ball and indoor and outdoor soccer.
Eddie D. Smith Senior Center Rehabilitation
In April 2001, the County of Riverside, through the Economic Development Agency, resumed operating control of the Eddie Dee Smith Senior Center in Rubidoux. The facility was in need of major renovations due to poor maintenance and upkeep. The Economic Development Agency immediately began a $300,000 rehabilitation project at the Center to bring the facility into full compliance with current health and safety regulations. Improvements included: new paint and floor coverings, new furniture, a new kitchen, exterior building and landscape improvements as well as new painted fencing. The project was completed in August 2001, and the Center has resumed a complete operating schedule with daily activities and programs for seniors living in western Riverside County.
Etiwanda Avenue Beautification Project
This completed project consists of a new landscaped median and an additional lane for northbound traffic on Etiwanda between Limonite and Bellegrave and storm drain facilities in the old Mira Loma area, east of Etiwanda, between Jurupa Road and Limonite Avenue. This project also included an asphalt overlay on Limonite Avenue between Etiwanda and Day Creek. This pavement was in very poor condition and generated a large number of complaints.
Homestead, Pedley Road, Etiwanda Avenue and Sky Country Combined Parkway and Median Project
On July 17, 2001, the Board of Supervisors allocated $1,369,000 for the construction of the Homestead, Pedley Road, Etiwanda Avenue and Sky Country Combined Parkway and Median Project, which was completed in the spring of 2002. Located at four separate sites, this landscaping project helped beautify several key entrances to the Jurupa Valley. The project included median and parkway landscaping and block wall improvements on Etiwanda Avenue north of the 60 freeway; median landscaping on Pedley Road south of the 60 freeway; monument signs were upgraded and landscaping was planted on the four corners of the Sky County housing tract in Mira Loma; and, new landscaping and an entry monument were installed on the perimeter of the Homestead housing tract on Country Village Road and Philadelphia Avenue.
Home Gardens Street Beautification Project
The Home Gardens Street Beautification Project included sidewalks, landscaping and storm drain improvements to improve aesthetics and infrastructure in Home Gardens. Locations that have been improved include portions of Magnolia Avenue, Lincoln, McKinley, Indiana and Neece Streets.

Jurupa Valley High School Stadium
The Jurupa Valley High School Stadium Project includes a 2,500 seat multi-purpose stadium with home and visitor bleachers, a press box, restrooms, a food and beverage facility, team rooms, home and visitor ticket booths, all-weather track, sod, irrigation, landscaping, soccer/football field goal posts, and track and field amenities. The stadium supports school activities, community events, various athletic events and graduation ceremonies.
Limonite Beautification - Phase I, II & III
The Limonite Avenue Beautification Project was constructed in three phases. Phase I included the landscape improvements at the Van Buren Boulevard and Limonite Avenue underpass. Phase II included landscape median improvements along Limonite Avenue between Camino Real and Baldwin, on Camino Real from Parkland Club Drive to 300 feet north of Lakeside Drive, and VanBuren Boulevard from the Santa Ana River to 200 feet west of Clay Street. In addition, landscape, trail and sidewalk improvements were completed along the northerly parkway of Limonite Avenue west of Camino Real.
Additional Phase II improvements included a traffic lane, bus turnouts, and a traffic signal. Phase III of the Limonite Avenue Beautification Project extended the beautification improvements along the parkways and median of Limonite Avenue from Van Buren Boulevard to Mission Boulevard. The Phase III improvements included median and parkway landscaping, bus turnouts, trails, sidewalks, lighting, curbs, gutters, road reconstruction along Limonite Frontage Road, and a dog park. The total cost for all phases was approximately $10 million.
Mission Blvd. Beautification - Phase III & IV
Phase III and IV of this project included streetscape improvements along Mission Boulevard between Crestmore Road and 100 feet west of La Rue Street. Also included in the project were median landscaping, decorative street lighting and sidewalks, street furniture and bus shelters
Street lights from Crestmore Road to Riverview Drive are scheduled to be installed in the median in the near future.
Mission Blvd. Water Line
Historically, Mission Boulevard in the Rubidoux area lacked adequate fire suppression capacity to allow new development in the Rubidoux Village commercial area. The Economic Development Agency working with the Rubidoux Community Services District provided design-engineering services and allocated $1.3 million for the installation of two 16 foot high-pressure waterlines on the north & south side of Mission Boulevard between Crestmore Road and Riverview Drive. The project facilitated commercial development and accommodated new fire hydrants that were installed with the Mission Boulevard Phase III Streetscape Improvements.
Mission Palms Senior Housing
The Mission Palms Senior Village development was completed in late 2004, and included 108 affordable senior housing units located at the northeast corner of Mission Boulevard and La Rue Street. This project also included the construction of a clubhouse and swimming pool as well as an additional 92 units and the renovation of the historic home designed by famed local architect, Mr. G. Stanley Wilson.
Rubidoux Community Resource Center
Once a former bar, the 4,000 sq. ft. Rubidoux Community Resource Center was completely renovated and is now managed by the Department of Public Social Services and provides direct social services, community education, and referrals for both governmental and private patrons.
Rubidoux Building and Safety Office
The Riverside County Economic Development Agency managed the construction of this new 5,000 sq. ft. Code Enforcement Office located at 5317 Mission Boulevard in Rubidoux. The facility accommodates the complete staff for Code Enforcement in the 2nd Supervisorial District. The facility also provides office and meeting space, equipment storage, and secure parking for County vehicles.
Rubidoux Area 1 Improvements
In order to eliminate blight and enhance neighborhood identity, curb, gutter, sidewalk, handicap ramps, driveways, paving, storm drains, and street light improvements were installed along Mintern Street, Packard Street, Arora Street, and 35th Street.
Sky Country Trails
Completed in 2000, this project included the installation of lodge pole pine fencing along the equestrian trail, entry monuments and landscaping on the perimeter of the Sky Country housing tract in Mira Loma.
Veterans Memorial Park Rehabilitation
Veterans Memorial Park Community Center Rehabilitation Project included a complete rehabilitation of the existing facility. The project included improvements to the kitchen, bathrooms, doors, windows, carpeting, paint, roof, parking lot, exterior facade, landscaping and Americans with Disabilities Act improvements. Additionally, baseball field improvements with new bleachers, fencing, parking lot improvements, water fountains and field lighting were included in the project.
Bellegrave Street Improvements Phase II
The Bellegrave Avenue Street Improvement Project included the construction of curb, gutter, sidewalk, driveways, handicap ramps, and block wall improvements to the south side of Bellegrave Avenue in Mira Loma between Etiwanda Avenue and Van Buren Boulevard. The project was designed to alleviate flooding conditions and increase safety for both vehicular and pedestrian traffic along Bellegrave Avenue, across from Jurupa Valley High School.
60 Freeway Interchange Beautification Project
This Landscape Beautification Project consisted of 5 interchanges along State Highway 60, between Van Buren and Valley Way. The scenic enhancements along the highway include new trees, plants, shrubs, and ground cover.
Rubidoux Fire Station
With two complete fire crews, two mainline engines, one reserve mainline engine and two rescue squad vehicles, the new Rubidoux Fire Station provides increased services and faster response times to the residents of Rubidoux. The Redevelopment Agency, working in conjunction with the Rubidoux Community Services District (RCSD), constructed a new 8,000-sq.ft. fire station at the northwest corner of Avalon Street and Mission Boulevard. This new fire station replaced the aging facility adjacent to the offices of RCSD, which was undersized for the needs of the community.
Crestmore Streetscape Project
A landscaped median, sidewalk, lightning, and street improvements on Crestmore Road from Mission Boulevard to Capary Road, and slope landscaping and sidewalks along the parkways of Mission Boulevard between Crestmore Road and the Mission Boulevard Bridge were all part of the beautification project.
Etiwanda Avenue Streetscape, Storm Drain, and Waterline Project
This project included a storm drain along Etiwanda Avenue, Wagon Train, and 58th Street; curb, gutter, sidewalk, lodge pole fencing, landscape median, driveways, handicap ramps, and an additional north bound lane from Limonite Avenue to Bellegrave Avenue; and waterline improvements 5,900 feet south of Bellegrave Avenue to Bellegrave Avenue.
Memorial Park Rehabilitation Project
The rehabilitation of a 3,000 sq. ft. community center located at Memorial Park is now owned and operated by the Jurupa Area Recreation and Park District and plays host for community meetings, child care services to area residents and a variety of recreational activities for the citizens of Rubidoux.
Norco Intermediate School Soccer Field Project
The growing demands of local sports participants prompted the construction of seven soccer fields with irrigation and a parking lot at Norco Intermediate School on Temescal Street.
Rubidoux Community Resource Center Parking Lot Expansion
The project consisted of the demolition of an old tire shop to expand the Rubidoux Community Resource Center Parking Lot at the northeast corner of Mission Boulevard and Mintern Street.
I-15 & Limonite On/Off-Ramp Enhancements
Completion of improvements to the on & off-ramps at the I-15 and Limonite Interchange consisted of an additional lane on each ramp, with enhanced turning and signalization will help to relieve much of the congestion and back-up currently experienced during peak commute hours. The project was a joint funding effort between the County of Riverside Transportation Agency, County Economic/Redevelopment Agency, and Lewis Operating Companies (in conjunction with their Eastvale Gateway Commercial Center at the interchange).
Don Schroeder Family Care Center
The Don Schroeder Family Care Center named after Riverside native and former 2nd District Supervisor, Don Schroeder serves Rubidoux, Jurupa and Riverside areas. The new 25,000 sq. ft. medical clinic facility is located at the southwest corner of Mission Boulevard and Crestmore Road. Services include primary and specialty medical services, including pediatric and obstetrical services; dental; x-ray services; public health services such as communicable disease services, HIV/AIDS testing and counseling, public health nursing, adolescent health services and WIC. Occupational health services and pre-employment physicals services are also provided.
Home Gardens Library/Community Center
The Home Gardens Library/Community Center project consists of a 9,000 sq. ft. library and a 2,500 sq. ft. community center building located on Magnolia Avenue between Neece Street and Blair Street. The community center is currently operated by the Corona-Norco YMCA and includes a tot lot playground and basketball court.
Rubidoux Fleet Services Project
The Riverside County Fleet Services project is located on 5 acres at the northwest corner of Crestmore Road and Mission Boulevard. The facility provides complete vehicle maintenance services, parking for 175 vehicles, and 5,000 sq. ft. of office space, housing administration, Information Technology, Operations, Dispatch and Safety.
Van Buren Median Beautification
The Van Buren Boulevard Median Beautification Project included landscape, irrigation, curb, gutter, and stamped concrete along five miles of Van Buren Boulevard between Clay Street and Etiwanda Avenue.
Sierra Way/Armstrong Landscaping Improvements
The project consisted of landscaping, trails, sidewalks, curb, gutter, storm drain and street improvements to various locations along Armstrong Road, Sierra Avenue, 33rd Street, 34th Street, Apple Avenue, Florine Avenue, Valley Way, Edgehill Avenue, 36th Street, Skyland Drive and Manor Lane.
Jurupa Valley Self Sufficiency Center
The Department of Public Social Services (DPSS) identified a need for a new office building to house the Self-Sufficiency Department within DPSS. The Economic Development Agency, DPSS, and a private developer worked together to design and construct a 52,000 sq. ft. facility that houses approximately 200 County employees and provides direct social services, employment training, and case management for clients of DPSS. The facility is located at 5961 Mission Boulevard in the community of Rubidoux.
Jurupa Child Care Facility
The Jurupa Unified School District constructed a 10,000 sq. ft. child care facility on Mission Boulevard across from Mission Middle School on land provided by the Redevelopment Agency.
Limonite/Van Buren Underpass Improvements
Drivers using Veteran’s Memorial Highway are now greeted by patriotic stars and stripes as a result of improvements made to the existing concrete slopes of this heavily-traveled intersection.
New High School Stadium- Jurupa Unified School District
The Redevelopment Agency provided a loan to the Jurupa Unified School District for the construction of a new high school stadium at Rubidoux High School.
Home Gardens Code Enforcement Office
To better serve the community, the recently refurbished Home Gardens Code Enforcement Office Project included a new asphalt driveway, rot iron fencing around the building, stucco, four planters with concrete seats and a flag pole.
Agate Block Sidewalk Project
Agate Block Sidewalk Improvement Project provided much-needed improvements in pedestrian access and drainage conditions along the following: Pedley Road from Galena Street to Jurupa Road; the south side of Galena Street from Pedley Road then easterly for approximately 300 feet; the north side of Jurupa Road from Agate Street then westerly for approximately 700 feet; and Agate Street from Jurupa Road then northerly approximately 500 feet, in the unincorporated community of Pedley.
Galena Street (Cantu Galleano Ranch Road) Interchange
In an effort to address future mobility and to improve traffic operation, Riverside County along with funding from Federal, State and local funds, constructed a new local interchange on Interstate 15 between Limonite Avenue and State Route 60. The project currently provides for the following:
- Relief of regional congestion on nearby SR-60 and I-15 Interchanges.
- Accommodates planned growth in the surrounding community.
- Distributes traffic in a more balanced manner by provide additional access to I-15 and relieving the need for truck traffic to use local roads outside the warehouse facilities.
- Provides detours to alternative routes under accident situations as well as additional sub regional east-west roadway access between Ontario and Western Riverside County communities.
Jurupa Valley Boxing Club
The Jurupa Valley Boxing Club offers more than the opportunity to learn a challenging sport. It provides area to young people with a safe place to go, a place where mentors emphasize the importance of confidence and self-discipline. The $3 million facility at 5626 Mission Boulevard features a regulation-size ring, punching bags and new workout equipment.
Jurupa Youth Opportunity Center
Built by the Redevelopment Agency at just over $5 million, the Youth Opportunity Center in Rubidoux caters to a variety of interests. There’s a basketball court, a recording studio, a computer lab, an art studio and more. Economically disadvantaged youth between the ages of 14 and 21 also receive tutoring, life skills and assistance with finding employment.
